Human Reliability Programs
NetGain Corporation provides total program support for the WSI-OR Human Reliability Program (HRP). This program, formerly known as PSAP/PAP, meets or exceeds the requirements of applicable DOE Orders and Federal Regulations. Our program model is fully compliant with existing regulations (10 CFR 712) and has proven to be more cost effective than the previous program model. Documented cost savings exceed $1.1 million annually at the Oak Ridge site.
NetGain provides annual medical examinations, psychological testing and assessments, 100 percent random drug and alcohol testing, review and transmittal of security clearance applications, and preparation, review and transmittal of all HRP certification applications for approximately 500 personnel. Annual HRP assessments include the identification and resolution of any concerns related to alcohol/drug abuse, neurosis or psychosis, or any other issue that could adversely affect the judgment or reliability of personnel with clearances or are being proposed for an HRP position. Any concerns that are identified through this assessment are documented and provided to NetGain’s Designated Physician, the DOE, or both for resolution. Upon HRP certification or removal, NetGain notifies the Visitor Control office to establish, retain, or remove appropriate access controls. NetGain prepares monthly and quarterly HRP statistical reports for submission to DOE-HQ.
NetGain was instrumental in the design and development of the HRP and SAP databases. The databases are used to track applicant and incumbent HRP packages through every stage of the process, generate the daily random drug test listing, generate scheduling of HRP incumbent medical/psychological assessments, generate reports to DOE-OR, DOE-AL, and DOE-HQ. NetGain provided training to DOE and BWXT personnel on the use of these information systems. The NetGain staff works in these databases daily from a remote location. NetGain and WSI-OR staff worked together to ensure proper encryption of the sensitive data being transmitted.
In addition, NetGain maintains all SPO (Security Police Officers) and HRP medical records, the Occupational Health Manager (OHM) database, all HRP files, the WSI-OR HRP database, all drug and alcohol testing records, and the WSI-OR Substance Abuse Prevention Program database. NetGain performs all data entry associated with the security services and generates reports for trending analysis, statistical reporting, and budget forecasting. NetGain receives, distributes, duplicates, and maintains personnel security records in support of the WSI-OR security services contract, to include preparation of outgoing correspondence and mailing personnel security documents in accordance with DOE/National Nuclear Security Administration (NNSA) regulations, the Privacy Act and the Health Insurance Portability and Accountability Act (HIPAA).
